Mr. Clark founded QPC INC. in 2005. Mr. Clark served as the Operations Manager for the Western Region of Arizona American Water (2002-2004), the General Manager of Citizens Water Resources Mohave Operations (2000-2002), and Manager of Operations Services for Citizens Water Resources (1998-2000). Prior to that Mr. Clark worked for NiSource an electric and gas utility company for over 16 years in various managerial positions. Mr. Clark has over twenty five years of experience in utility management. Mr. Clark is a licensed Arizona Water Treatment, Water Distribution, Wastewater Treatment and Wastewater Collection Operator. Mr. Clark received his MBA from Indiana University, is a Certified Cash Manager and member of the Association of Financial Professionals. He is presently a member of the Bullhead City Water Advisory Committee - Vice Chairman, Mohave County Water Authority, Mohave County Airport Authority Board of Directors and Real Estate Committee Chairman, Arizona Water and Pollution Control Association, Mohave County Industrial Development Authority Board of Directors, Bullhead Regional Habitat For Humanity Board of Directors and Site Selection Committee Chairman, and also participates with local, regional, state, tribal and federal agencies on various issues.
